Act 3 does not unlock simply by reaching the end of Act 2. You need enough world progression to trigger the late-game Caretaker Wish, finish that route, then make the correct final choice and reload the altered save.

First Settlement Progression
Before Act 3, make sure the first major settlement has been substantially restored and that its major Wish chains have stopped feeding you obvious follow-ups.
- Check for newly unlocked Wishes after completing related content elsewhere.
- Speak with settlement NPCs again after turn-ins.
- Do not assume one turn-in ends the chain if the town still looks unfinished.
Second Settlement Progression
The second major settlement must be pushed much further than a casual pass through its board, and Bellhome access is a strong signal that you are far enough along.
- If you do not have Bellhome yet, treat that as a likely blocker.
- Check for restoration-related follow-ups and regional errands tied to Bellhart.
- Revisit Pavo after major Bellhart turn-ins.
Caretaker Settlement Progression
The settlement tied to the late-game Caretaker should be advanced enough that its board feels mostly exhausted before you assume the game is bugged.
- If new Wishes are still appearing here, finish them first.
- Do not keep reloading if the Caretaker still lacks the late-game Wish.
- Use the diagnostic below before assuming you missed a secret trigger.
Move the caravan to its final destination
You do not need to interpret this as “find every flea.” The important check is whether the caravan has reached its final late-game relocation point.
- Rescue enough additional fleas since the last move.
- Return to Fleamaster Mooshka.
- Confirm the final relocation actually happened.
Collect the three late-game melodies
Minimal-Spoiler Mode hides the named melody list in the heading, but the route still requires all three late-game melody pickups.
What You Do Not Need
The useful mental model is specific progression checks, not “clear absolutely everything first.”
Not 100% completion
Missing collectibles, optional bosses, tools, upgrades, or side content do not automatically disqualify the Act 3 route.
Not every Wish
You need substantial progression across the key systems, but not every single optional Wish in Pharloom.
Not every flea
The practical requirement is the Flea Caravan reaching Pale Lake. That is not the same thing as collecting every flea.

Bone Bottom, Bellhart, and Songclave all need meaningful Wish-board progression. Bellhome and Trail's End are especially useful checks that your Bellhart path is far enough along.
Step 2
Move the Flea Caravan to Pale Lake
Keep rescuing fleas and checking back with Mooshka until the caravan reaches its final destination in the Putrified Ducts.
Step 3
Collect the three required melodies
You need the Architect, Conductor, and Vaultkeeper melodies before the final Wish route can fully unlock.
Step 4
Return to Songclave and get Silk and Soul
Speak with the Caretaker once the world-state requirements are satisfied. If Silk and Soul is still missing, use the diagnostic above instead of blindly reloading.
Step 5
Complete Silk and Soul
This is not optional flavor content. It is the route that prepares the alternate late-game resolution required for Act 3.
Step 6
Defeat Grand Mother Silk
Winning the fight is necessary, but not sufficient. The post-fight interaction is what determines whether you stay on the Act 3 route.
Critical choice
Play the Needolin instead of binding her
Do not rush the post-fight interaction. If your goal is Act 3, this is the decision that prepares the altered save state.
Step 8
Return to the title screen and reload the altered save
After the credits, choose Start Game. Your save should look different, with dark tendrils surrounding it. Interact with that altered save to break through into Act 3.
